Senator Mark Kelly of Arizona has introduced groundbreaking legislation aimed at proactively addressing the profound economic shifts anticipated from the widespread adoption of artificial intelligence, a move that comes as his party grapples with solidifying its stance on this transformative technology. The proposed bill, unveiled on Thursday, seeks to establish new revenue streams through digital advertising and artificial intelligence usage taxes levied on the nation’s largest technology corporations. The funds generated would be earmarked for critical worker programs and enhanced unemployment benefits, signaling a significant Democratic effort to shape the narrative and policy surrounding AI ahead of pivotal midterm elections and for the foreseeable future.

The legislation champions the creation of an "AI Horizon Fund," a dedicated financial instrument designed to support American workers navigating the evolving economic landscape. This fund would be meticulously overseen by a council comprising a diverse group of AI experts, alongside representatives from labor organizations, higher education institutions, and workforce development agencies. While the bill currently lacks co-sponsors, Senator Kelly articulated its core philosophy in a floor speech on Tuesday and a comprehensive plan released last fall. He emphasized, "AI could unlock benefits for the American people, from curing diseases to solving big engineering problems that unlock new industries and new jobs. But we can’t expect corporations to help us out of the goodness of their hearts." This statement underscores a pragmatic approach, acknowledging the immense potential of AI while advocating for a structured mechanism to ensure its benefits are broadly shared and its disruptive impacts are mitigated.

A Multifaceted Tax Approach for the AI Era

The cornerstone of Senator Kelly’s proposal lies in the establishment of three distinct tax mechanisms, each designed to capture a portion of the economic gains generated by the burgeoning AI sector. The first targets digital advertising revenues, a significant source of income for many leading tech firms. The second would be an AI-usage tax, calculated based on the volume of data generated and utilized by AI systems. The third component focuses on taxing "excess profits" derived by AI companies, aiming to ensure that exceptionally profitable enterprises contribute more significantly to societal well-being.

These newly proposed taxes would feed directly into the AI Horizon Fund. The bill outlines an initial appropriation of $30 billion to seed the fund, with provisions for its repayment to the U.S. Treasury over time. While Senator Kelly’s office has not yet provided projections on the annual revenue anticipated from these taxes, the intent is clear: to create a sustainable funding source for programs designed to bolster the American workforce. The revenue from these taxes would be explicitly directed towards "expand[ing] economic security, quality jobs, and community benefits, while mitigating harms associated with increased adoption of artificial intelligence," as stated in the bill’s text.

Targeted Investments for Workforce Resilience

The AI Horizon Fund is envisioned to finance a suite of initiatives aimed at empowering workers and fostering economic stability in the face of AI-driven automation. Key provisions include:

Tech Taxes Would Drive Sen. Mark Kelly’s Labor-Focused ‘AI Horizon Fund’
  • Paid Service-to-Career Pathways: A grant program designed to support the development and expansion of paid training and reskilling programs. These pathways would focus on equipping individuals with the skills necessary for jobs that inherently rely on uniquely human attributes such as judgment, trust, empathy, complex communication, and relationship-building. This acknowledges that while AI may automate certain tasks, human-centric roles will likely remain crucial and may even see increased demand.
  • Entrepreneurship and Small Business Support: Dedicated funding to bolster programs that support small businesses and foster entrepreneurship. This aims to encourage the creation of new ventures and the adaptation of existing businesses to the AI economy, potentially creating new employment opportunities and diversifying economic activity.
  • Enhanced Unemployment Benefits: A significant reform to the unemployment insurance system, proposing an increase in benefits to a minimum of 75 percent wage replacement for a duration of 26 weeks. This measure is designed to provide a more robust safety net for individuals who lose their jobs due to technological displacement, allowing them more time to retrain and find new employment without facing severe financial hardship.

Beyond the immediate focus on worker support, Senator Kelly’s broader AI strategy, which includes this legislative proposal, touches upon other critical areas. These recommendations encompass investments in clean energy and grid resilience to support the substantial energy demands of data centers powering AI, as well as critical considerations for ensuring trust and safety in AI applications across both commercial and military contexts.

A Growing Democratic Conversation on AI’s Economic Impact

Senator Kelly’s "AI Horizon Fund" bill represents a significant, albeit early, legislative effort to establish a framework for sharing the economic gains generated by AI companies. This initiative arrives as Democrats, more broadly, are working to articulate a coherent and impactful position on artificial intelligence, a technology that is rapidly evolving and increasingly capturing public attention.

This proposal is not the sole effort within Congress to address the economic implications of AI. In June, Senator Bernie Sanders, Independent of Vermont, introduced a distinct but related piece of legislation. Senator Sanders’ bill proposes a one-time tax on AI companies exceeding $200 million in annual sales. Crucially, this tax would be paid in company stock, granting the U.S. government a substantial ownership stake. The resulting 50% government equity would then be channeled into a sovereign wealth fund, intended to provide dividends to taxpayers and finance vital social programs like education, healthcare, and housing. Like Senator Kelly’s bill, Senator Sanders’ proposal currently has no co-sponsors.

While both proposals aim to harness the economic power of AI for public benefit, they differ in their mechanisms. Sanders’ bill seeks direct government ownership and a more immediate stake in the future growth of AI firms. Kelly’s approach, conversely, relies on a more traditional tax-based revenue generation, focusing on taxing profits and specific revenue streams, without the direct equity stake proposed by Sanders.

Public Concern and the Need for Policy Clarity

The debate around AI’s impact on the workforce is gaining traction, fueled by growing public awareness and increasing warnings from industry leaders and researchers. Reports of AI systems exhibiting unexpected or concerning behaviors, such as unprompted hacking, have heightened anxieties about the technology’s control and societal integration.

Recent data underscores these concerns. A Gallup survey conducted in August revealed that a significant portion of the American workforce harbors anxieties about job security in the face of technological advancements. Specifically, 27% of respondents expressed worry that technology could render their jobs obsolete in the near future. This concern was found to be particularly pronounced among younger workers, who may face a longer career trajectory impacted by AI-driven changes.

The lack of a unified Democratic strategy on AI safety and economic impacts highlights the complex and multifaceted nature of this emerging technology. As AI continues its rapid development, policymakers face the challenge of balancing innovation with the imperative to protect workers, ensure equitable distribution of economic benefits, and safeguard against potential societal disruptions. Senator Kelly’s proposed legislation, with its focus on worker transition and economic security funded by the very technologies driving change, represents a tangible step towards developing such a strategy and offers a potential blueprint for how the nation might navigate the profound economic and social transformations brought about by artificial intelligence. The dialogue initiated by his bill, alongside efforts from other lawmakers, is crucial for shaping a future where AI serves as a tool for broad societal progress rather than a catalyst for increased inequality.
